Hi,

I am pleased to present Patch 0.21. This patch adds Noricum and Pannonia as playable provinces, introduces Great Works across the Roman world and brings several map, balance, and quality-of-life improvements. This should be the last content patch before Early Access. I will be focusing more on bugfixes and polishing.

Raetia, Noricum and Pannonia will receive more events when "Settle New Tiles" mechanic lands (after the early access release)

Now Playable: Noricum

Noricum begins among the Alpine passes and the upper Danube, with a campaign shaped by frontier defense, Roman roads, and the struggle to preserve provincial life as imperial authority recedes.

Noricum receives 10 historical events following the Severan road program, frontier raids and reforms, the rise of Christianity, Alaric's arrival, and the evacuation of Roman Noricum. Its 6 missions offer several paths for expansion:

  • Build the manpower and revenue needed to choose a campaign against Raetia, Italia, or Pannonia.
  • Reach the Mediterranean and establish four core coastal territories.
  • Bring a weakened Raetia under our protection or press a claim to the Alpine passes.
  • Unite territories in Italia, Raetia, and Pannonia into a realm of many peoples.
  • Secure a new frontier in Dalmatia.
  • Cross the Danube and establish a foothold in Germania.

Noricum has 3 unique Provincial Spirits:

  • Multicultural Army - Gain 5% War Power for each culture present on owned core tiles, up to 50%.
  • Inland Ambition - Required War Score is reduced by 20% when attacking a landlocked province.
  • Triumphal Unity - Gain 10 Stability for two years after winning a war as lead attacker or defender.

Now Playable: Pannonia

Pannonia's position on the middle Danube places prosperous cities and vital military roads at the center of imperial rivalries, frontier migrations, and campaigns in every direction.

Pannonia receives 10 historical events covering Aquincum's elevation, Caracalla's Danube tour, the crises at Sirmium and Mursa, the Conference of Carnuntum, Hunnic pressure, and the earthquake at Savaria. Its 5 missions invite us to:

  • Develop the province and press claims on the upper Danube against Noricum.
  • Reach the Mediterranean and establish three core coastal territories.
  • Use marriage and a defensive compact to receive a weakened Noricum as our client.
  • Win five wars and make ten new core territories to secure Pannonia's ascendancy.
  • Unite Noricum and Dalmatia, then prepare a western campaign toward Raetia and Italia or an eastern campaign toward Moesia and Dacia.

Pannonia has 3 unique Provincial Spirits:

  • Crossroads Tax Districts - Gain 5% Land Tax for each neighboring province, up to 50%.
  • Bountiful Frontiers - Each frontier edge grants 10% Manpower, Land Tax, and Tile Output to its core tile.
  • Wartime Administration - Tile Maintenance is reduced by 10% while at war.

Great Works

17 Great Works now occupy their historical locations across the map. Each becomes active after its historical completion date and grants a permanent bonus to the province controlling its tile. Great Works completed during a campaign receive a event popup.

  • The Great Pyramid of Giza: +10% Land Tax (Memphis, Aegyptus Province)
  • Temple of Artemis: +10% Tile Output (Ephesus, Asia Province)
  • Pharos of Alexandria: -10% Research Cost (Alexandria, Aegyptus Province)
  • Royal Mausoleum of Mauretania: +100 Governing Capacity (Caesarea Mauretaniae, Mauretania Province)
  • Hadrian's Wall: +10% Defense (Vindovala, Britannia Province)
  • Roman Temple of Évora: +10% Trade Profit (Ebora, Lusitania Province)
  • Aqueduct of Segovia: +100 Governing Capacity (Segovia, Tarraconensis Province)
  • Porta Nigra: +10% War Power (Augusta Treverorum, Belgica Province)
  • Pont du Gard: +5 Production Capacity (Nemausus, Narbonensis Province)
  • Colosseum: +100 Governing Capacity (Roma, Italia Province)
  • Antonine Baths: +100 Governing Capacity (Carthago, Africa Province)
  • Diocletian's Palace: -10% Make Core Cost (Salona, Dalmatia Province)
  • Rotunda of Galerius: +1 Trade Capacity (Thessalonica, Macedonia Province)
  • Hagia Sophia: +1 Monthly Administrative Point (Byzantium, Bithynia Province)
  • Temple of Bel: +10 Stability (Palmyra, Syria Province)
  • Al-Khazneh: +10 Prestige (Petra, Judea Province)
  • Church of the Holy Sepulchre: +1 Christian Influence per Year (Ierusalem, Judea Province)

Great Works owned by our province can be viewed under Internal Affairs, and the complete catalog is available from the same page. They also appear on their tile pages and in a new Great Works map overlay. A province's original Great Works are now shown when selecting a province for Rebirth.

Balancing, Map & QoL

  • Africa, Italia, Mauretania, and Tarraconensis no longer have Extensive Administration. Their starting Governing Capacity bonus now comes from the great works: Antonine Baths, Colosseum, Royal Mausoleum of Mauretania, and Aqueduct of Segovia respectively.
  • Germania's provincial spirit United Frontier's War Power bonus is now capped at 50%.
  • Corrected numerous historical city names across the map.
  • The starting capitals of Asia, Baetica, Bithynia, Epirus, Lusitania, and Noricum are now Ephesus, Corduba, Nicomedia, Nicopolis, Emerita Augusta, and Virunum respectively.
  • The Tile page now clearly shows whether a territory is a capital and lists every province that has a core claim on the tile
  • Adjusted province map colors for improved contrast.
