Introduced a level requirement (25) to start a vote ban. It's getting ridiculous with the amount of banning other players for no reason. I might increase or decrease this in the future.

Reworked the backend servers
Separated mutes and custom skin bans into two separate categories, meaning players who are muted can still use custom skins, and players who were banned from using custom skins can still talk in chat
