rebalance hotfix, reduced microstutter

Hey a small hotfix is live:

• I removed some micro stutters when using v-sync, this was apparent when orbiting the camera. Should be smooth now

• reduced the Verne capital airship base health

• reduced the piranha health to be the same as the base pirate skullship

• improved base health of the freehouse warhship escort in several missions, making it more survivable.
