Hotfix: Invisible Civilizations After Loading a Save

This update fixes a nasty visibility bug reported by one of our players.

Bug fixes:

- Fixed entire civilizations becoming invisible after loading a save. The map's visibility grid could end up at the wrong scale when a saved game was loaded from the main menu, leaving territory colors, cities, labels, enemy armies and even trees permanently hidden across large parts of the map (most noticeable on Large maps). Ownership and combat were unaffected, so enemies could feel like "ghosts" you could fight but never see.

Fog of war consistency:

- Settlement connection lines no longer show for enemy networks hidden in the fog.
- Clicking an unscouted territory no longer hints at whether it is owned or free to settle. Scout it first!
- Death icons and battle sounds no longer reveal fights happening inside the fog.
