changes to opentest branch only. unless i find bugs beforehand, this will probably be the main branch update tomorrow.

added audio clip when an event pops up.
audio sliders now save values.
fixed character/faction action discovery and completion notifications missing name of action since int ID changeover.
"fixed" weird bug when opening chamber select tab when there are none. it was throwing an exception over something that the code as written should not cause and just adding a debug log call when setting a value made it start working again.
fixed bug in upgrade delegation from changeover to int IDs that caused it to not check if site controller is compliant, which resulted in scheduling thousands of upgrade levels per site in one tick.
added ability to get conflict name from ID for event descriptions etc.
fixed "declime".
decreased rate of characters asking for appointments.
made game speed options match with key speeds, fixing bug where keys to increase and decrease didn't look at speed changes set by buttons.
made name of job show for no job in notification tooltips etc.
fixed missing target self in faction action.
reduced tribute entry spacing since update back to about previous amount.
balanced out how population starts in generation so there isn't as sudden loss in the first few days from working population being suddenly converted into specialised manpower before the fill-back system is ready.
fixed character_job script limit when no job.
