Added scratcher related commands to dev console for testing scratcher related bugs

Gameplay/Balance Changes

Buffed Hank: Increased max draws to 30, changed starting card to 5x5 Basic.
Slightly Nerfed Linda: Changed Linda’s Starting card to 7x7 Basic.

Bugfixes

Fixed window mode not loading from options on game launch
Fixed MANY Issues with various achievements, such as “win with Linda”, “win with x or more cards” and “win with x or less items” and more
