[Add a tree mode to the layer management of the scene]

--Support locking the selected effect. After locking, the position of the tree list will not change when switching block layers due to drawing tools
--The tree list supports dragging and stretching with the mouse to freely adjust the width

--Please use layers reasonably to avoid a decrease in game performance (frame rate) caused by too many layers. You can debug and optimize according to your actual game scene
--When using the tree list mode, please regularly backup the scenes or projects you are using to avoid potential issues with your game scene data caused by unstable functionality of newly launched modules
