Another small patch, another bug fix. This patch will NOT clear your in-progress runs from either Update 7 (Patch 0.12.0) or Update 6 (Patch 0.11.0) and forward.

- For city locations, the info panel now shows event information for events that were used earlier in the cycle but have no more uses remaining (instead of hiding them)
- Fixed an issue with the "Votive Training: G-Type" and "Votive Training: S-Type" having an unlock requirement different than the listed requirement
