Stopwatch Improvements & New Target Type

Stopwatch Updates:

- Score decay is now 1% of your current score.

- You no longer lose points if in the middle of a combo.

- Added ticking sound when the clock is running and you are losing points.

- Fast travel is now disabled when the clock is running. Another speedrunning technique shot down- sorry!

- Added dialog messages to emphasize that doors and fast travel are disabled when you're on the clock.

New Target Type:

- Introducing the new & improved plate rack! Currently on W1C1 Ash Summit and W1C3 Testbed. I'm working on figuring out other great places to use it.
