Reload System Overhaul & Active Powerups

Reloading system changed:
Previously you would press reload key -> release. With correct timing that you complete a perfect reload. I have changed this to function like Gears of War, where you would press the reload key -> Press again for a perfect reload.
All cigars now have active powerups in addition to their passive use:
Experiment with them and let me know which you like/dislike. Some are likely very OP. The addition of active cigar abilities will inform future changes to character perks. (Looking at Gogo ːsteammockingː).
Bugs fixed:
Fixed shotgun Pellet hit registration
Fixed Ammy getting stuck on the lodge 2nd floor
Fixed animation player not detecting animations on certain NPCs
Small Stuff:
Slowmo renamed to bullet time because it's cool and familiar
Bullet time fade out SFX added
various improvements to gun animations
