A build is silent when it is at least 24 hours old, on a branch that needs no password, and has neither a patch note nor an update event of Steam’s own feed within a day either side of it. The file diff exists only for games the SteamPeaks account owns; “diff pending” means a manifest is not on file yet, “no manifests on file” means the account does not own the game.
