Asobi for Steam Beta (Build 9) release notes "Faster"

Hi,

Quite a few fixes, but the big ones is the addition of a software decoder for the stream for compatibility across systems (for those without video).

Release notes for Steam Beta (Build 9)

# General

- Software decoder for video (limited to 1080p60fps no HDR)
- Steam cloud synching has been added
- Streamlined PS sign-in
- Added pin prompt for console connection
- Vulkan startup crash (may still fail)
- Touchscreen touchpad fix for Ally X
- Second controller related fixes (touchpad not working/vibration)

# Known bugs/Issues

- Internet Remote Play doesn't function properly yet. (planned for build 10)
- Console discovery issues on some Linux versions.
