-Fixed a possible case preventing commandos from entering a city
-Fixed certain cases where incorrect values could be displayed during a power shortage

-Fixed certain cases where the discovery date of some technologies could keep being postponed indefinitely

-Donations sent by the player are now received in full by the recipient
