Gloomvex v0.8.3.x - Neon Overhaul

UI Overhaul
The character select, upgrade shop, and chip loadout screens have received a full visual overhaul in a unified sci-fi style.
- Character Select: animated starfield background, rotating holographic rings and a holo-platform behind the character, scanline overlay, glowing character cards, and a pop-in animation on every character switch.
- Upgrade Shop: reworked panel with cyan glow, corner accents, and glowing tabs and cards. Cards are now evenly distributed across the grid with consistent row heights instead of clustering to one side.
- Chip Loadout: matching starfield, glowing panels, and sci-fi corner accents throughout.

Chip Loadout Usability
The chip equipment screen is now easier and more intuitive to use.
- Added a visible control hint that finally explains how to equip and unequip chips.
- Empty slots now clearly show a "+" marker, so it's obvious where chips go.

In-Game Notifications
Special-wave, boss, and achievement banners have been redesigned for more impact.
- Redesigned notifications for special enemy waves, boss warnings, and unlocked achievements with a bolder sci-fi look.
- Added glowing icon badges, animated corner accents, and a colored aura glow to all notification banners.
- Boss warnings now pulse with a stronger, faster alert effect for higher impact.

Enemy Behavior & Performance
- Fixed ranged enemies jittering in place; they now strafe smoothly to the side.
- Smoothed out predictive enemy movement so pursuers no longer twitch toward a flickering target.
- Rewrote enemy separation to use a spatial grid, greatly improving performance with large enemy counts in later and endless waves.

Quality of Life
- The low-health damage overlay now fades out much faster when you heal, so recovering from a dangerous moment feels more responsive.
