A few small changes for improved scenario handling in v0.12.1

[*] The scenarios now have a latitude, longitude and UTC offset so that the lighting of the scenario can be recreated more accurately
[*] The tornadoes in the scenarios now have additional parameters for scaling the windfield (swirl ratio, falloff, radius of max wind etc.)
[*] The Bridge Creek scenario itself has more detail added, see the picture below of a side-by-side comparison with the actual track

I have also fixed a bug with the FoV controller that changes FoV based on vehicle speed: it kept overshooting when slowing down resulting in a massively zoomed-in FoV.
