Fixed an issue where the Steam overlay could open on its own during gameplay, usually a few seconds after opening the app menu.
- Workshop crosshair lists no longer trigger a burst of Steam client user lookups while a game is running
- Avatars are now loaded from the Steam Community web profile while in game, so nothing changes visually
- Added negative caching so the same user is never requested repeatedly
- Skipped lookups are issued later, once no game is being overlaid
- Added diagnostics logging for unexpected overlay activations
