Mr. President Patch 1.0.6

We have an additional patch today with some Crisis Cards and bug fixes:

* More crisis cards have been added to the game. (#74, #76, #77, and #82)

* Another bugged case in the FNI segment has been fixed.

* The 'Arms Control Negotiations' option has been added to the Joint US/UN actions.

* Missile track de-escalations have been added to Iran & N. Korea war loss actions.
