- memory management of textures and icons

- another crash related to runtime created textures
- embargo could not be lifted if initiated by the player's country
- sometimes there was a vote on government budget even it the parliament was dissolved
- black money was not deducted on some actions
- sometimes loan instead of being repaid was increased
