Balance Adjustments

• Towns can now only construct one building at a time. Capitals can construct up to two buildings at the same time.
• Building time is now affected by town population. The higher the population, the faster construction is completed.

Bug Fixes

• Fixed a rare bug where a hex on the map could become visible unexpectedly.
