Better PMF signal manager and Handbook link

Another quick update, this time on the PMF.

The original FMS that was used to activate the markers on the map t was too simple and people misunderstanding how memory marking works.

Now here the new FSM.

Thanks some (really easy) math, now you CANNNOT press "F" to mark a sound of memory if you are not within the minimum range of action!
