me found the cause
- Fixed an issue that prevented users from using the gamepad to get rid of the disclaimer on the first install on a new device.
- Also fixed an issue that prevented gamepad from working in the main menu on the first install even after the player confirmed the agreement using mouse and keyboard or the touch screen (on the Steam Deck.)
