Update to Version 0.1584

The game has been updated to version 0.1584.

Fixes
- Fixed an issue where the player could not be replaced as a party leader.
- Fixed an issue where the player would not receive any campaign funds while playing as the state senate campaign chairperson.
- Fixed an issue where the player would not become the chair or ranking member of a sub-committee, even if they selected that position.
- Fixed an issue where the game would sometimes place the player in the wrong sub-committee.
- Adjusted advanced options so it is now possible to set a state's electoral college votes and delegates to 0. There is a risk that doing this could produce NaN results, but no problems were observed during testing. Use at your own risk.
- Fixed an issue where some former-governors running for president would not have the correct amount of political points.
- Fixed an issue where state senators might run for the House of Representatives in the middle of their term, and may not be removed from their own office after winning.
