Rebalancing and QOL

Special thanks to 420_booty_wizard for the detailed bug reports and feedback that shaped this update!

Fixes

Fixed a serious bug where choosing "Play Again" after dying could leave your character dead on the field while no new enemies spawned and the game became unresponsive. Restarting now always starts a genuinely fresh run.
Fixed enemies (goblins/flying eyes especially) crowding and getting stuck at the water's edge near lake shorelines.
Fixed the jackpot coin-cascade sound effect sounding like it was playing backwards.
Fixed Goblin Bomber sometimes exploding instantly without finishing its warning telegraph.
Fixed Cyclone of Blades (and its evolution) dealing extra untelegraphed bonus damage.
Fixed Executioner's pierce being effectively unlimited.
Fixed large bosses (e.g. the Frogger boss) flickering while moving.
Fixed the ARSENAL button on the run-summary screen.

Balance

Rebalanced several weapons using measured DPS testing instead of guesswork: Poison Pool, Sword Whirl, Holy Aura, Frost Nova and Axe Throw hit harder; Railgun's base damage was toned down — narrows the gap between the weakest and strongest weapons.
Added a sane per-hit target cap to several area weapons that previously had none (Divine Retribution, Absolute Zero, Iron Sanctum, Dragon Breath, Gauss Array, Napalm, Spine Garden, Star Quake, Wild Hunt, Cyclone of Blades). They still hit whole crowds — just no longer a literal unlimited number of enemies per hit.
Bears now keep their HP advantage over regular enemies scaling as a run goes on, instead of falling behind late-game.
More enemies appear in the first 30 seconds of Level 1 so the opening doesn't feel empty.

QOL

Goblins and Flying Eyes are easier to spot against the background; Flying Eyes are slightly bigger with a thin outline.
Goblin torch-walk animation slowed down (was too frantic).
Axe Throw projectile is bigger and easier to see.
Upgrading a weapon you already own now plays a confirmation sound, so it doesn't feel like nothing happened.
Holy Aura's visual effect is brighter and easier to notice.
Removed the redundant ARSENAL entry from the main menu (already lives inside UPGRADES); ARSENAL on the run-summary screen now takes you straight there.
