Last update added Steam Workshop support for translations - subscribe to one and it's picked up automatically, no manual file copying. Publishing your own translation, though, still meant using steamcmd or the Steamworks partner site by hand. Not anymore.
Open the Language panel (globe icon in the header) and you'll see a "Publish to Workshop" button next to any translation file you've dropped into your local lang folder. Click it, fill in a title, description, and preview image, agree to the Workshop terms of service, and hit publish. The game handles the upload for you, with a progress bar the whole way.
Already published a translation the old way, with steamcmd or the partner site? The first time, use the "Already published this via steamcmd? Link its Workshop Item ID" field, and future updates go through the in-game button too.
If you're just here to play, nothing changes for you - this is purely a tool for translators. Subscribing to a translation on the Workshop still works exactly the way it did last update.
Thanks for playing!
