Added Arabic support, plus some bug fixes and usability improvements.

1) Added support for Arabic language.
2) Fixed bug where the impact of campaign spending may have been exaggerated on the election screen stats.
3) You can now sort ministers by suitability for the current job, and the game stores separate last sort orders for general minister browsing and hiring lists.
