Plants running at their guaranteed minimum rate now speed up with your Infrastructure level, and refining plants with Warp too. These bonuses used to reach only plants running above the minimum. At Infrastructure level 100 every plant runs twice as fast as at level 1.
Industrial Logistics no longer counts twice on refining plants (the 273 change applied it on top of a speed they already had).
