Hotfixes:
* Fixed another set of issues with the Plane Repair Bay/Factory toggle
* Possible fix for orbiting planes bug
* Reordered save/load code -> might fix some bugs regarding loading/saving
* Reverted a change that caused Destroyers not to be able to perform Shore Bombardment.
