Balance:
* PT/DD Torpedo no longer has a special case to deal 1 to PT boats (dodge has mitigated the reason for this.)

Known Bug:
* Dread Admiral's flagship might not spawn. Can't replicate so far. It might be fixed? Added better logging to try and determine the root cause.

Localization:
* Control Scheme windows are now localized

Minor:
* Fortified will no longer be a Modifier for Protect City maps (new campaigns only)
* Ai should build Universities earlier -> hopefully they build Superships more reliably
* Fixed a bug that could cause Conquering Hero to still get Destroy Cities objectives
* Tech Lab missions more likely to show up the longer you fail to find one.
* Tech Lab missions on Normal or higher now have a higher chance of having multiple modifiers
* Fixed a bug where a 0-damage bomb due to Fortress Cities would not show the Fortress Cities panel
* Added 'Aggro' personality for Command AI
* 'Backspace' will now 'deselect' units, including if you have multiple selected
* 'Q' will now 'confirm' or 'yes' an dialog box, and 'E' will not 'cancel' or 'no' a dialog box
* Metaprogress, Battlesaves, and Campaign Saves are now backed up regularly.
-> this is to address an issue that could arise from Steam Cloud backups potentially overriding offline progress
* Mouseover a unit will now show a beige highlight of how far they can move
* Mouseover attack range changed to dark red and highlight changed to biege.
* Locked Perks are now shown in the Upgrades window
* Moved Unit Chevrons (veterancy) inward a bit for clarity
* Carriers with no planes should no longer highlight for activations
* Fixed a bug where dodge's Veterancy application was not consistent. Veterancy on the attacker should now decrease Dodge chance, and vice versa.
* 'Go to Next Unit' button will no longer cycle through cities, but the hotkey will (intended)
