Bug Fixes & Improvements:

* Capped the FPS to 60 when playing a video and during loading screens to prevent excessive GPU usage. This also fixes a bug where the game would cause stuttering when streaming due to rendering 2000+ FPS during video playback

* Fixed controllers with minor drift issues causing the main menu cursor and in-game aiming to coast around even when using mouse/keyboard as the primary input method

* Minor performance optimizations
