Last fixes before minions time off

Before scurrying off to whatever meaningless activities they call "time off," my minions have managed to fix a few more annoyances. I suppose I should be grateful they did their job before vanishing into the shadows.

Fixes:

• No more cursed saves! The wall construction tool won’t let you build on forbidden tiles and break your game.
• Minions should no longer freeze like fools when unloading a human from a cell.
• Changing the game’s language mid-session should actually work now. Imagine that!
• Stray visual effects won’t pile up like forgotten corpses, clogging the scene.
