Reduced the speed penalty when taking sharp turns and better sense of speed

Improvements:
- Reduced the speed penalty when taking a sharp turn
- Reduced the max duration a tire lasts when in cloudy weather
- Weather now affects the acceleration and not just the top speed

New Features:
- Added camera shake when going at fast speeds
- Added speed-based color effects
- Added "Camera Effects" toggle in the settings menu
