I'll be honest, I am a bit unfamiliar with the exact requirements, but I've read that you do need to have played the game for at least 2 hours to be able to buy its Steam Community Items with points.
Additionally, if you are looking to collect the cards to get the Steam badges, you will get a random emote and background when crafting one I believe. But the easiest way to get them remains the point store.
There are still more possibilities available for the game's community item. Such as animated profile frames, profile pictures, and also 5 more animated sticker slots. I didn't want to rush anything. But I do plan to add some, so please look forward to additions in the future!
