New: Added the ability to transfer units and money to an ally

Economy Balance
Economic hubs can now only be built near a city (within a 50 km radius, one per city).
The allowed zone is highlighted in green.
Added the Russian cities of Stavropol and Astrakhan. The number of cities for both sides has been equalized (21 to 21).

Flight time for Kh-101 and FP-5 increased to 9 minutes 30 seconds
The cost of FP-5 missiles has been changed
