Mission balance

Unit strengths are revised across a number of missions.
Rising Storm, mission 4: The mission now runs for its full thirteen turns.

Fixes

The centre button on the briefing, results and settings screens now sits in its own plate, matching the corner buttons.
The game now starts correctly on a Windows PC without the Microsoft runtime libraries installed.
