Patch 0.19.01 - Quick Balance Fix.

Just a quick change for store prices for balance and first time players.

Tier 4 Bombers were not intended to be free.
To compensate and make earlier runs a bit easier.
Tier 4 Autocannons, Tier 3 Plasma and Tier 3 Gatling gun have been made free

Early balance changes will come as I see more people playing and hitting friction.
