Small update with a few new options and fixes.

Improved ship direction marker selection.
Added a Max FPS option to the Settings menu.
Added a VSync option to the Settings menu.
Fixed ship behavior so that ships moving left or right toward a harbor wall will now stop automatically.
Fixed an issue that caused departing ships not to leave the game area correctly.
Fixed an issue that caused some shadows to disappear.
