Build 29 - Hotfix for broken popup after first tutorial

There have been a few reports of not being able to popup during and after the first tutorial. Restarting the game should resolve the issue. This bug is hard to reproduce, likely a race condition. This is an attempt to fix it. Please let me know if you encounter this bug and and any reproduction steps.
