MurderCartel Update

* Added the Newcomers Buff for the first 30 minutes of playtime
* 75% reduced damage taken from mobs
* 2× damage dealt to mobs
* PvP buffs and debuffs are now displayed directly in the Buff Bar
* Removed confusing PvP and Duel effect text from the UI
* Added new unique Buff Bar icons for buffs, debuffs, Frenzies, Guild buffs and PvP effects
* Improved active-effect visibility and readability
* Upgraded the World Map for a clearer and improved experience
* Additional UI improvements and polish
