Defense — raising the military share never reached the military budget, so only the Policies screen worked. Fixed: the slider now moves real money and real military strength.
Administration, export finance, loan guarantees — now drive state capacity and industrial competitiveness.
Embassies & foreign ministry — was charged to your treasury every month and bought nothing at all. It now buys reputation and warmer relations.
Unapplied changes are now unmistakable: changed rows are marked and the button reads APPLY ALLOCATION · N UNAPPLIED.
Every other spending slider was verified working and left unchanged.
