Windows users can now update to version 31.1

The menu has been reorganized for improved usability!

The updates are as follows:

- Settings-related items have been moved to "File"
- Brush size change items have been moved to "Edit"
- Panel display items have been moved to "Window"
- "Cloud" has been removed from the menu
