Balance update

Commanders!
Here comes the newest update!
The enhancements we made to Elf far exceeded our expectations and had a big impact on balance.
So we decided to roll back the strength of some of the Elves' legions.

--Balance Update--

• - Naga(Elf, Tier 6):
• Old - At the end of turn: All elven legions gain +1 Spiritual Power. For every 5 Spiritual Powers in this legion, gain +1 amount
• New - At the end of turn: All elven legions gain +1 Spiritual Power,for every legion with more than 5 Spiritual Powers, gain +1 amount

--Bug Fixed--
- Fixed a glitch where Naga had abnormal amounts growth
