Adjusted the camera sensitivity to be more sensitive when using the mouse

Changed the Platinum time of World 11-2 (Variable Size) from 11.3867 seconds to 14.3867 seconds
Bug Fixes
Fixed a bug where the game would think the player skipped a stage if the player is asked to load a save where they skipped and they decide to begin anew
Note: This does not fix any pre-existing runs that may be affected by the bug
