v0.5.13 - Repairs are in!

- Added repairs

Stats:

50% of side armour, and 25% of the central structure will be repaired. All repairs progress in parallel and independently. There is no initial repair cooldown

Repair length: 3.5 minutes
Time between repairs: 15 minutes (includes repair length)

Cannon reload time: 1.5x
Yard turn speed: 0.5x
Sail change speed: 0.7x

All stats and balancing are open to change and rebalancing, including adding new mechanics. The numbers above will likely be super out of date within a week as per usual

- Also fixed an error with how ammo switching was handled with double shot, resulting in it loading too quickly
