Player list and kicking - press Tab (can be changed in settings) in multiplayer to see everyone in the game. The host of a private game can kick players directly. Anyone can start a vote kick, which passes with votes from half the players (at least 2) within 5 minutes. You can also vote by typing /votekick @country in chat. Players who leave stay on the list for 5 minutes so a vote can't be dodged by leaving, and a kicked player can't rejoin that game.
When a scenario event starts a civil war in your country, you choose whether to stay with the government or lead the rebels.
You can build buildings in your puppets' provinces.
A cursor hint explains when troops can't attack from a third country's land because that country isn't at war with the enemy.
The stats page shows player names next to their countries in multiplayer.
The diplomacy panel shows that a puppet won't accept proposals, since only its overlord can.

Saving to a full disk shows a clear "not enough space" message, and overwriting a save no longer deletes the old one before the new one is written.
Scenario Editor
New event effects: Add Building, Add Units, Make Puppet, Transfer Puppet, Release Puppet, Annex Country with cores and military, Remove Devastation and Set AI Aggressiveness.
Custom Civil War effect - the rebels become a country you created with no starting land, so other events can reference it. The old effect is now called Simple Civil War.
Scenarios can have countries with no provinces, so they can be used in events. Formable nations can be referenced in events too.
New "Country does not own province" condition.

Country pickers are now searchable dropdowns with a pick on map button.
Balance
Province transfers: one transfer can hand over at most 20% of your provinces. After a transfer you have to wait 3 months before the next one, and you take +2% devastation for every province given away. Core provinces can only go to a country that also has a core there. Provinces an enemy has a core on can only go to a country at war with that enemy.
Declaring war on a country you signed peace with in the last year adds up to 30% devastation, fading over that year. The AI is also much less likely to break a fresh peace.
Non-core provinces contribute 20% of their recruitable population instead of 10%.
You can send up to 15% of your divisions as volunteers instead of 10%, and up to 4 divisions per agreement instead of 3.
On Easy and Very Easy, the AI picks player countries as war targets less often.
Minor countries offer alliances less often, focus more on nearby countries, and wait longer before asking again after being turned down.
Countries that start a scenario at war place most of their land troops on the front line.
Land that no country owns at the start of a game now has population.
Fixes
Fixed weird army pathfinding when moving between land and water.
The delete button on event effects in the scenario editor works again.
On Windows, the game window no longer sometimes opens behind the desktop, where clicks went to the desktop instead of the game.
Opening the build menu without a country no longer crashes the game.
