Global update for CLAD in IRON: Philippines 1898

We have improved some aspects of the game in the simulator and turn-based strategy mode:

- the strategic balance of power has changed

- Spain has 3 new 3D ship models

- USA has 3 new 3d ship models

- improved sea graphics and textures of ship models
- added new shadows
