1. Optimized the steering experience when a boat's weight is too high. Now, when a boat is overweight (weight ≥ 10,000kg), it will still retain some steering ability, reducing situations where the boat cannot turn due to being overweight.
2. Fixed an issue where Bubble Fish could not be hit in some situations.
