changes to opentest branch only.
fixed bug in setting hooks targets in new system.
added test of planet modifiers that are created in effect instead of set in data and only called in effect, so that it can make a modifier for inputs that dynamically sets the item being effected at runtime from the target set by the event.
made more changes to planet / sector modifiers behind the scenes.
head pain was worse throughout yesterday so just in case i'm not as regualr with updates in the coming days thats probably why.
