Update v0.3.1 — Spectator Mode & Map-Based Mod Editing

Update v0.3.1 introduces Spectator Mode, interactive 3D map territory editing in the In-Game Mod Builder, and multiplayer decision security hardening.

👁️ Spectator Mode

• Global Campaign Observation: Toggle between PLAY and SPECTATE on the Country Select screen to observe global AI campaigns without taking control of a specific nation.

• Complete World Feed: Spectators receive a full, uninhibited feed of global news toasts, outliner logs, diplomatic pacts, and military conflicts free from fog-of-war constraints.

• Neutral Campaign Outcomes: Replaces country-specific defeat triggers with a neutral world outcome summary screen when spectated campaigns reach end conditions.

🛠️ In-Game Mod Builder & 3D Map Territory Painting

• Interactive MAP Mode: Added a MAP Mode to the In-Game Mod Builder. Modders can now click directly on 3D globe provinces to reassign territory, draw custom national borders, and create scenarios visually.

• Custom Modded Colors & Flags: Custom countries created in mods now render their unique political map colors and custom national flags right on the interactive 3D globe.

• Searchable Inline Owner Picker: Reassign province ownership using an inline picker complete with national flag icons and searchable country lists.

🌐 Multiplayer Security & Resync Hardening

• PlayerControlled Decision Filters: Gated diplomatic actions (war declarations, ultimatums, UN votes, and peace treaties) behind PlayerControlled checks to prevent invalid peer commands.

• Resync Application Repairs: Closed 4 subtle resync application holes to prevent follower client divergence during live multiplayer matches.

🔍 UI Polish & Quality-of-Life

• Refined Tooltip Hover Timing: Adjusted nested tooltip hover and dwell logic to prevent accidental tooltip sticking when moving across UI rows.

• Restored Settings Tab: Restored the CONTROLS tab in the Settings menu.
