Unlocking this final tier requires many hours of dedicated gameplay and a complete mastery of the grid. It is a puzzle designed strictly for seasoned veterans.
Set deep within the arctic tundra, Norilsk operates in reality as an isolated island, completely disconnected from the mainland by road or rail. Though observant players will note the game's menu system has somehow managed to pave a direct route there straight from Toronto.
Blanketed in black snow and defined by its legacy as an uncompromising industrial powerhouse, this map is not a paradise to be gently optimized. It is a harsh, demanding reality that must be survived. Norilsk acts as the absolute counter-point level, requiring a fundamental shift in routing strategy while honoring the sheer endurance of the real-world location.
To survive the tundra, the strategy must adapt to a rule-set completely unique to this environment:
Destruction Over Construction: Standard freeways and cloverleafs are no longer the primary tools for success. In Norilsk, building is arduous, but demolishing and towing are highly accessible. Success relies on strategically blowing things up, or trading the ability to destroy for desperately needed resources.
The Sprawl: The city spreads aggressively across the tundra in highly localized, disconnected pockets. Hard decisions must be made regarding which roads to maintain and which districts to ruthlessly prune.
A New Neighborhood Type - Factories: Heavy industry takes center stage. The map is dominated by "Factories," a brand-new neighborhood type to add stress to existing traffic grids.
Centralized Singularities: Critical infrastructure is either painfully centralized or frustratingly far-flung. Traffic must be routed to solitary chokepoints, such as the single hospital, a distant airport, or a singular, crucial Square neighborhood acting as the central Office Building.
An Unstable Economy: The economic curve is deceptive. Early-game resources are highly abundant, reflecting a strong initial push of support. However, as the game progresses, support from the mainland dries up, resulting in a highly volatile and shaky end-game economy.
The mechanics introduced in the lead-up to Version 6.00 are critical for mastering Norilsk.
