Map Campaign fixes, localization and balance

Map Campaigns

• fix to bugs with starting army extra units
• localize much more of map based campaign
• large malus to diplomacy rolls for factions with no armies left
• fixed some bugs with sub faction dead general replacement

Greco-Persian War Campaign

• rebalance Greco-Persian war campaign a bit
• deploy with Spartan/Athenian army on correct side of Thermopylae map in map campaign
• added more Athenian general names to Greco Persian campaign

Misc

• fixed wrong name and description of Spartan allied hoplites
• edited Syracusan hoplite description
• fixes to scroll rotate formation move with very large number of units
